Building Permit, Commercial and Residential

Building codes and permits protect the health and safety of the public.  Permits are generally required for:  new buildings, additions or remodel of commercial and residential property.  Work such as: bedrooms, bathrooms, family rooms, decks, garages, pools, water heaters, garage conversions, basement finishing, kitchen expansions, re-roofing, etc. and alterations to electrical, plumbing systems, and HVAC (heating, ventilating and air conditioning) systems fall under these guidelines. If you are not sure if you need a permit, the best way to find out is to call the Building Division at 563.326.7745.  You may be fined if you proceed with work that should be permitted without a permit

Additional conditions and permits may be required based on the type of work to be performed.  New construction and additions require submission of a Construction Site Erosion and Sediment Control Permit Application with the permit application. 

The general permit process consists of:  talking to your local building official, submitting your application for a permit, review by building officials, receipt of permit, job site visits by the building official and final inspection.
