Excavation Bond and Permit

All persons, including plumbers and utility companies, must obtain a permit before excavating on public property. A bond form for contractors excavating in public right-of-way and proof of insurance must be on file at Public Works before a permit can be issued.

The total cost of an excavation permit includes several fees that are dependent on a number of factors. Section 12.32.070 of the Municipal Code of the City of Davenport that governs excavations within the city right-of-way was modified in 2004 by Resolution No.2004-266. The fees associated with this section of the code were approved by Council by Resolution No.2004-330 on July 7, 2004 and are the basis for the fees on the application form.

Excavation permits must be purchased at the public service counter in the Public Works Center, 1200 E. 46th Street during regular business hours, 7:00 a.m. to 4:30 p.m., Monday through Friday. These permits are not available to the public online, but an Application for Excavation Permit form can be filled out in advance.
